Statement from Carla Harris, Chair of the National Women’s Business Council on the Sole Source Provision in the NDAA


The National Women’s Business Council is thrilled to see the important provision of giving authority for sole source contracts in the WOSB Procurement Program included in the final text of the National Defense Authorization Act. This provision has been a top priority for the Council as we work to ensure that all government agencies meet their 5% procurement goals for women-led and women-owned businesses. 

This extraordinary achievement is due to the tireless work of women’s business advocates – collaborating to ensure increased access to the market place for women business owners. A special thanks to those working within the halls of Congress, including the U.S. Senators Jeanne Shaheen (D-NH), Maria Cantwell (D-WA) and Kirsten Gillibrand (D-NY), the authors of the original Women’s Small Business Procurement Parity Act of 2014.

This is a major step forward for WOSBs and women in pursuit of contracts and has the opportunity to change the game for women business owners and leaders in the federal contract procurement marketplace.
