Congress Addresses Small Business Issues

In April, the Senate Committee on Small Business and Entrepreneurship held a hearing to address reauthorization of the Small Business Administration and its financing and entrepreneurial development programs.  During the hearing, Committee Chair Olympia Snowe spoke about legislation she has introduced that will streamline the SBA’s Preferred Lenders Program, reform and enhance the Small Business Investment Companies (SBIC) program, and improve the 504 program.  Senator Snowe emphasized her opposition to elimination of the SBA Microloan program and to the SBA’s plan to charge small businesses additional fees as part of the 7(a), 504, and SBIC programs.  The hearing also included testimony from SBA Administrator Hector Barreto.  Click here for additional information on this recent hearing and to read testimony of participants.

Congressman Don Manzullo (R-IL), Chair of the House Small Business Committee, introduced legislation in April that would provide a tax credit for investment in small businesses.  The Access to Capital for Entrepreneurs (ACE) Act of 2006 (H.R. 5198) would create a 25 percent tax credit for investors, including angel investment pools, that invest in qualified small businesses and hold the investment for at least three years.  According to Rep. Manzullo, the incentives outlined in the bill, co-sponsored by Ways and Means Committee member Earl Pomeroy (D-ND), would encourage additional angel investment in small businesses across the country, allowing for growth and additional job creation.
